what about court orders?
As you would be aware, court orders are very specific, i.e. when, where, what time pick up, drop off (sorry not sure of your kids ages)...
if there are none, get the Feds onto it ASAP, it will take them time to act, but the precedent is there for you in future.
If he has court orders in his favour for this time of the year unless you can find the cash to challenge him, it's tough, although again if he is in contravention of the court orders by one little thing, go to your local police station as a first step and have it documented.
Please let me know how you go, i support my kids 100% financially and pay child support to ex hubby(not the narc that helped me find this website) - as he doesn't work from the month after seperation and after fighting every avenue open to me legally he is not forced to work by the courts in the very same country you mentioned earlier. I work hard accepting that fact, and it's the way it is for me, luckily my kids aren't babies anymore, not long till they're old enough for no child support to him, lazy bastard he is.
What about legal mediation (that's free) round table support discussions, the new family relationship centres in all councils nationwide..

You will survive , truth will out , these guys never win , see as they go through life the evidence mounts up against them until they can not hide behind the mask any longer . It WILL happen its just a question of when .
